GCAA issues first supplemental type certificate to Emirates Engineering
The GCAA has awarded an advanced airworthiness certification to Emirates Engineering — a milestone that places the UAE among a handful of countries capable of approving complex aircraft modifications.

The General Civil Aviation Authority of the United Arab Emirates has issued the country's first Supplemental Type Certificate (STC) to Emirates Engineering, making the UAE one of only a small number of nations whose aviation regulators can independently certify complex aircraft modifications — a capability long dominated by the United States Federal Aviation Administration and the European Union Aviation Safety Agency.
The certificate was awarded to Emirates Engineering, the maintenance, repair, and overhaul division of Emirates Airline, following the regulator's grant of Design Organisation Approval (DOA) with STC privileges in late 2025. That prior approval—itself a first for any UAE-based organization—gave Emirates Engineering the formal legal basis to design and propose aircraft modifications. The STC issued in 2026 marks the first such proposal being evaluated and approved end-to-end under UAE authority.

For international observers, the development signals a meaningful shift in the geography of aviation governance. Historically, airlines and MRO providers outside the US and Europe seeking aircraft modifications faced lengthy cross-border approval processes, typically requiring validation from the FAA or EASA. A UAE-resident STC authority could reduce those delays for operators in the Middle East, Africa, and South Asia—regions where Emirates and its ecosystem have deep commercial ties.

Emirates Engineering is one of the world's largest airline-owned MRO operations, handling heavy maintenance, cabin retrofits, and component overhaul for the Emirates fleet as well as third-party carriers. The ability to originate STCs domestically broadens its commercial offering and reduces dependency on foreign design approval holders when modifying customer aircraft.
The GCAA said this development is part of a larger plan to improve national engineering skills and support the UAE's industrial base, which fits with the government's wider efforts under initiatives like Operation 300bn that aims to grow the manufacturing sector.
What is a Supplemental Type Certificate? An STC is an official approval granted by an aviation authority that allows certified modifications to be made to an already-certified aircraft, engine, or component—beyond what the original manufacturer designed. Issuing STCs requires a regulator to maintain advanced technical design oversight capacity, making it a significant marker of regulatory maturity.
