Civil Aviation Academy goes all-in on human resource development

Civil Aviation Academy has emphasized that human resource development as top priority for aviation sector during seminar on Training Competency Development Framework held at Civil Aviation Academy.


On Tuesday, speakers discussed the issue at a seminar titled ‘Training Competency Development Framework’ organized by the institution on Tuesday. This was informed through a press release sent by Muhammad Kawsar Mahmud, Assistant Director (Public Relations) of Civil Aviation Authority of Bangladesh (CAAB).


Mohammad Mojibur Rahman Miyaji, Deputy Director (ATM), highlighted that skilled workforce has become crucial for ensuring safety and efficiency in modern aviation operations. “Technology and infrastructure alone cannot guarantee safe operations. Competent professionals form the primary foundation for effective aviation system”, he said.


Prashanta Kumar Chakraborty, ICAO instructor and Director of Civil Aviation Academy, presented comprehensive overview of international training standards. He explained that ICAO Global Aviation Training programme has unified aviation training activities worldwide under single framework.


“TRAINAIR PLUS Programme enables member institutions to develop competency-based courses while fostering international collaboration. This ensures our training meets global standards”, Prashanta said.


Civil Aviation Academy’s recent achievements demonstrate commitment to international excellence. Academy regained ICAO TRAINAIR PLUS membership in 2022 after operating independently since 1975 establishment. Within three years, institution progressed from basic membership to Silver status in 2024 and Gold membership in 2025.


Gold membership status places Bangladesh among select countries meeting highest international training standards. Recognition validates academy’s capacity to deliver world-class aviation training programmes aligned with ICAO requirements.


Officials from Civil Aviation Authority, academy instructors and aviation sector professionals attended seminar. Participants discussed strategies for strengthening competency-based training systems and addressing human resource gaps in rapidly expanding aviation sector.


Country’s aviation industry growth requires continuous investment in workforce development. Seminar underscored need for sustained focus on professional training to maintain safety standards while accommodating increased air traffic and operational demands.
